In Europe you can buy these for peanuts in decent condition. Like, <€1k. They are big and heavy and inefficient (from our perspective) and thus relatively expensive to run, additionally some cities cannot be entered with an older diesel like this. So, low demand.
At >15 years they are legal in Canada.
